People with net liquid assets of over $2 million should be able to stay/live in any country worldwide they want for an indefinite period without requiring any visa or payment. However, they should not be allowed to use government services.

The way this program would work is one would apply to some international body with evidence they have more than $2 million in net assets and sign a document stating they will not claim any government services anywhere, including medical services. However, they will not have the right to be employed. Though they may start a business.
