The solution is to make the manufacture and selling of drugs legal, but only if it is done by an African American. Also, we will have to make purchasing of all drugs legal for all because then that will make the process run smoother and more people will purchase drugs, which in turn will benefit more African Americans. The crazy thing is this is already done in our society with Native Americans and gambling. In reality, drugs are no different.

Furthermore, I want to make it illegal for businesses larger than 10 people to sell drugs, so that it doesn't become a winner-take-all type situation. So, wealth redistribution is built-in from the ground up, so that all African Americans get rich. I would also make it so that there can be no income tax or business on drug sales for the first 89 years, because the first 89 years of America there was slavery.

Not only will this eradicate poverty among African Americans, but this is a much fairer way of implementing reparations as it isn't a zero-sum game like taking money from Whites and giving it to Blacks. Furthermore, this will reduce the US prison population by 50% because that's the percentage of people in prison that are there for non-violent drug offenses.
